SMS Terms

These SMS Terms govern text messages sent by Bridge Purchasing Solutions, Inc. dba iQPay (“iQPay,” “we,” “our,” or “us”) related to purchase cards issued under Medicaid 1115 Health-Related Social Needs (HRSN) waivers, WIC, and similar program funding—including food, nutrition, diaper, maternity, and other program-specific purchase cards—and related program support.

Program Description

iQPay sends service and informational text messages about purchase cards issued under Medicaid 1115 Health-Related Social Needs (HRSN) waivers, WIC, and similar program funding—including food, nutrition, diaper, maternity, and other program-specific purchase cards—delivered via a closed-loop restricted-spend payment network. Messages may include card issuance, delivery, activation, replacement, support, account or program notices, and related documents.

iQPay does not use this SMS program for marketing or promotional messages unless separately disclosed and consented to.

Consent

You may receive iQPay text messages only if you have provided consent. Consent may be collected directly by iQPay or by a partner organization, such as a health plan, community-based organization, higher education institution, healthcare provider, digital health company, or care delivery service, using consent language that identifies iQPay and explains the message purpose.

For partner-administered programs, the partner organization may collect consent through a web form, application, intake process, case management workflow, customer service call, or one-on-one phone conversation. The partner organization maintains its own consent records and may provide iQPay with confirmation that consent was obtained. When iQPay collects consent directly, iQPay maintains its own consent record.

Consent to receive text messages is optional and is not required to receive program services. Alternative communication methods may be available.

Message Frequency

Message frequency varies based on your program, card status, support needs, and account activity.

Message and Data Rates

Message and data rates may apply. Text messaging may not be available from all carriers or on all mobile devices.

Opt Out

You may opt out at any time by replying STOP to any iQPay text message. After you reply STOP, we may send one final message confirming that you have been unsubscribed. After that, you will not receive additional text messages from that texting program unless you opt in again.

Delivery

iQPay and wireless carriers, including T-Mobile, AT&T, Verizon, and other US wireless carriers, do not guarantee message delivery or timing. T-Mobile is not liable for delayed or undelivered messages. Other wireless carriers are not liable for delayed or undelivered messages.

Privacy

iQPay does not sell, rent, buy, or share SMS opt-in data or consent records with third parties or affiliates for their own marketing or promotional purposes. SMS consent information is used only to provide and support the messaging program, deliver messages, maintain opt-out records, comply with law, work with messaging service providers, and document consent when required.

Outreach & Engagement Programs

iQPay also operates an Outreach & Engagement (O&E) messaging platform through which health plans, nonprofits, and other sponsoring organizations (“Sponsors”) run two-way SMS and email programs for their members and participants. These programs deliver recurring informational and educational messages, including health education content, benefit reminders, program updates, appointment reminders, quizzes, and other communications related to the Sponsor’s program. Message frequency varies by program and Sponsor; members may receive multiple messages per week depending on program activity and their responses. Message and data rates may apply.

Consent for O&E programs. Members are enrolled in O&E messaging programs by their Sponsor organization. Each Sponsor attests to iQPay that it has obtained valid prior express written consent from each member it enrolls, in compliance with the Telephone Consumer Protection Act (TCPA), applicable state laws, and CTIA guidelines. iQPay relies on this attestation; Sponsors bear sole responsibility for the accuracy of their consent records. If you believe you received a message in error or without your consent, reply STOP or contact us at support@iqpay.com.

Opt-out and help. Reply STOP to any O&E program message to opt out of that program. You will receive one confirmation message; no further messages will be sent from that sending number or program. Opting out of one O&E program does not automatically opt you out of other programs operated by different Sponsors or using different sending numbers. Reply HELP to any message for assistance.

Two-way messaging and AI-assisted features. O&E programs support two-way messaging. Replies you send may be processed automatically to route your response to the appropriate program workflow or support queue. In some programs, AI systems may interpret replies, personalize message content, or route responses—for example, to suggest relevant resources or escalate to a human agent. Messages may also be translated into your preferred language using AI-assisted translation. AI providers that process message content do so solely to provide these features and are contractually prohibited from using your information to train general-purpose third-party models.

Wireless carriers, including T-Mobile, AT&T, Verizon, and other US wireless carriers, are not liable for delayed or undelivered O&E program messages.
